Limitations of housing policy: intention and deviation of performance
本文回顾了美国1940年代的租金管制政策，并分析了中国当前提高税率和提供经济适用房的政策，发现这些政策的效果与初衷相悖，甚至加剧了住房问题。
Under the background of the fact that house price rises too fast and because of the pressure of the public opinion, the government often issue some policies aiming at stabilizing house price and solving the housing shortage problem. However, the implementing effects of some policies often deviate from the original intention of the policy. In this paper, we reviewed the rent control policy that American government implemented in the 1940's and further analyzed China's on-going policy of raising tax rate and providing economic and functional house. At last, we find that implementing effects of these policies all run counter to desire. These policies have not reached the anticipated goals, but they make the housing problem worse.
