THEORY OF GROWTH-POLE AND THE STRATEGY OF THE MARINE ECONOMY DEVELOPMENT IN JIANGSU PROVINCE
运用增长极理论分析江苏省沿海地区海洋经济发展，指出该区域经济规模小、效益低，建议将盐城、南通、连云港三市作为增长极并选择各自主导产业以推动发展。
The theory of growth-pole thinks that growth-pole has dominating effect and innovating effect.Dominating effect is polarization effects;and spreading effects;including four kinds: new technologies appearing and spreading;capitalism and capital output;obtaining the benefit from large-scale economy;gathering economy effect emerging.The polarization effects of the growth-pole is including the financing,technology,labor etc.centralize towards the pole;the spreading effect is mainly behaved the product factors transfer to the periphery.At the beginning of the developing,the growth-pole has more polarization effects,then when the growth-pole becomes much stronger;the polarization effects becomes weakly,while the spreading effects enhancing.So as sides of the coin growth-pole theory has two contrary actions,one is spreading which is advantage to drive the economy of around area to flourishing;the other is polarization,which may expand the economy gap.When using the theory of growth-pole,one side,making the best of the spreading effect,on the other hand,conquering the disadvantage from the polarization effects.The development of the regional economy depends on the driving from some few regions,which has good economy basic,and some few advantaged industries.So these regions should be fostered as the growth-poles and the advantaged industries should be of the leading industries.The article takes coast region of Jiangsu province as example to use the theory of growth-pole.In order to make good use of the advantages of the theory,while avoid its disadvantages,based on the situation of the marine economy of research region,analyzing the characteristic of region,marine resources,means of transportation,etc.of the research region,in Jiangsu province,the scale of marine economy is small,so the economy benefit is little,the power of driving the economy is weak.The pace of economic development of coast zone in Jiangsu can't catch the average pace of Jiangsu's,and also can't catch the average pace of the east coast region of China,the coast region has been a economic valley.Some measures must be taken to accelerate its economy developing.The are three big cities in the coast region of Jiangsu,that is Yancheng city,Nantong city,Lianyungang city,the three cities has the different industry form,and the advantages for economic development respectively,Yancheng has broad marsh which may be fit for planting bulrush,which can be utilized for paper making.There is very good location in Nantong to build up depth ports and developing heavy industry in its ports.While in Lianyungang city,tourism is one of its advantages.In a word,choosing Yancheng city,Lianyungang city and Nantong city as the growth nucleus,at the same time choosing respective leading industry,can promote the marine economic developing of Jiangsu,because of the main region for marine economy developing is the coast region,and also accelerate the economy of of the coat region.
