There has been a fast economic growth in Henan province. The development strategy of the nine-city cluster is an impetus for takeoff of the economy of Henan province. However, the nine cities around Zhengzhou have not become a whole unity in terms of the economy. Because the nine cities have different industrial structures and comparative advantages. They should undertake division of labor and collaborate with each other according to their comparative advantages. Therefore, it is important for the nine cities to build a transportation network, a united labor market, and an information sharing platform. Further more, the nine cities should harmonize their development strategies.
