Meanwhile, the leading cotton textile industry in Nantong characterized as ecological industry chain, which promoted the development of the third industry, constructed coordinative human settlement, accelerated the agricultural modernization in Tong-hai area and the urbanization in the countryside. Zhang had initially converted city pattern from squared-center and cross-shaped street to “one-city-three-town, One city——the urban district, serving as political, financial, commercial and cultural center; three towns——with variously functional outlaying “one city. Yet the new pattern, which scattered districts earlier, lead to urban function decentralization.
