A COMPARATIVE STUDY ON URBAN ENVIRONMENTAL POLICY --BASED ON TWO CITIES:HANGZHOU AND KITAKYUSHU
比较了发达国家（日本北九州）和发展中国家（中国杭州）在工业化中后期环境政策的演变，从五个方面分析，为中国城市环境政策完善提供参考。
There are respective features in knowing the environmental problems and adopting countermeasures in respondent with different economy development periods and spatial levels.This article stressfully analyses the environmental policy's evolution of cities in developed country (based on Kitakyushu City in Japan) and cities in developing country (based on Hangzhou City in China) as economy development comes into middle-later industrialization period. And then, this paper comparatively analyses five aspects which consist of environmental policy, and searches reference and enlightening for Chinese cities' environmental policy system's perfection.
