Abstract

Urban land use is virtually the consequence of land transaction,a sort of special economic activity in cities. Issues involved in urban land use in Chinese cities under the economic transition are tremendous and sophisticated. To utilize land resource efficiently,institutions should be cultivated to enable market allocation. Land use policies should be adjusted accordingly. For this purpose,it is imperative to have a full landscape of aspects concerned with urban land use. Institutional approach has strength in mapping the factors involved in social order,public policy and resource allocation decision-making. It facilitates identifying the institutional factors leading to factual land allocation outcomes and exploring the dynamic interactions between them. An analytic framework based on institutional approach is suggested for studying urban land use. It borrows the Seabrooke and Kent ‘Scoping’Template for decision-making in international real estate transactions,which classifies rules and institutional arrangements concerned into three layers:the constitutional level,the governance level and the operational level. Interactions between factors of different layers should also be studied.
