Review on the Dynamic Mechanism and Key Elements of Urban-Rural Integrated Development in China
综述了中国城乡融合发展的动力机制和关键要素，指出当前规划实践中存在盲目性和对农村土地的侵占问题，为地方政府决策提供参考。
On the third session of the 16th CPC Central Committee in 2003,the central government clearly stated the strategic thought of thefive overall planningheaded byurban-rural integrated development,which marked an entry into the exploratory phase of urban-rural integrated development in China.In this context,governments at all levels have been carrying out the planning practice of urban-rural integrated development.However,until now,the deep mechanism on urban-rural integrated development is not clear,which to some extent,makes the planning practice with blindness.The key elements of coordination development is unclear,the practice of coordination development still follows the former city-priority mode,and the planning is also used as alegalway tooccupythe rural land which is a serious deviation from the original intention of urban-rural integrated development.There are fruitful research findings relevant to the urban-rural integrated development.This paper aims to give a review on the dynamic mechanism of urban-rural integrated development from different perspectives and the content of urban-rural integrated development from two levels of the basic element and the key element,in order to provide the local government with the basis for decision-making in the planning practice of coordinating urban-rural development.
