Research on the Top-down Design of Transformation and Upgrade of Hunan Provincial Industrial Parks
研究了湖南省省级工业园区如何通过顶层设计实现转型升级，提出以创新、和谐、可持续为目标，针对不同园区采取差异化转型模式，并给出产业选择、空间整合、管理创新等策略。
An industrial park system,consisting of 12 national and 66 provincial industrial parks,has been formed in Hunan province.However,most of these provincial industrial parks stay in relatively low levels of development.Transformation and upgrade to higher levels to expand develop scale,improve innovation ability and capability of sustainable development are in greed need.But this work is very hard since an industrial park is a complex open system.It needs a general goal,regulation modes based on their differences,main strategies and policy measures through a top-down design of high levels.It is proposed here that this work shall aim at developing an industrial park capable of both living and producing,with innovation,harmony and sustainability.To achieve these goals,differences in their transformation modes are needed based on the levels that these industrial parks belong to.It’s also needed to develop a distinguishing industry,integrate space resources,elevate their capabilities,and implement plans to boost coordination among them,as well as innovation in management system,optimized configuration of land and enhanced evaluation based on their performance.
