The Institutional Analysis of the Large Scaled-residential Development: A Case Study of Souch China Plate

In the process of Chinese rapid urbanization,sizable residential development mode has been typical in metropolitan suburb.Alongside enormous benefits,it brings many serious societal problems.This study focuses on the process of infrastructure construction of South China plate in Guangzhou Panyu,and by using new institutional economics tools,the reasons for and the proposals to solve the problems are raised.This paper argues that under the institutional regulations of market economy and land finance,sizable residential mode is rational choice of individual developers and incentive distortion is the main reason that deadlock the problems.Accordingly,this paper puts forward an alternative,which is to put new town planning into effect and to substantially collect betterment tax.
