STUDY ON LAND USE PLANNING AND MANAGEMENT ON VILLAGE CONSTRUCTION IN HUNAN PROVINCE
研究了湖南省村庄建设用地中存在的自发建设、空心村、非法占地等问题，并提出了严格控制用地规模、优化布局、整治空心村和加强管理等对策。
Since ancient time, Hunan is regarded as a rich land of fish and rice, however essential changes have taken place in villages with the process of agricultural modernization. Inevitably, as a rich land of fish and rice, a huge proportion of land is used in village construction. In the course of making our province stronger in agriculture, the capacity of land use has been greatly improved, so does the efficiency of land use, thus a new trends of land use emerges: land used in cultivation decreased while in house construction increased. In addition, natural resources and level of economic development differ greatly among regions, causing wide discrepancy in constitution of land use classification, especially the percentage of cultivated land. So another character of village construction is its unequal distribution and development. At present, there are the following protruding problems on land use in village construction: village construction is in a state of spontaneous construction without plan, which makes a common phenomenon of hollow village. Wide area of land is illegally used for constructing, the village construction situation is not so good and the structure is not so reasonable. On the basis of investigation and analysis of the main problems on Hunan village construction land, this paper gives us three ways to enforce the plan and management of village construction land. Firstly, control the scale of land strictly, and arrange it scientifically and reasonably. Distribution plan should be completed under the guidance of land use planning. We should make plans according to the distribution of rural area, and discuss further, making concrete plans about construction of small towns and villages. Secondly, improve the arrangement of land utilization earnestly, transforming hollow village. Thirdly, prohibit building illegal houses, and enforce standard management completely.
