Miluo city has acquired some achievement since present land-use collectivity planning(1997-2010) put in practice,but has unfold problems which are not on speaking terms at the same time.The planning is confronted with many pressure,include town land-use offerings and requires conflict extrude with fast development of society economy,plowland decrease result in having quite difficulty to keep homeostasis of plowland gross and land-using efficiency obvious low-lying.Basing on the analysis,the paper brings forward guidance idea and principle,discusses the consider pathway of county(town) land-use collectivity planning from lay of macroscopic and microcosmic.
