PROVINCE- ADMINISTERED COUNTIES AND ESTABLISHMENT OF METROPOLITAN GOVERNANCE SYSTEM
回顾中国改革开放以来地级市与县行政关系的反复变动，认为这反映区域治理体系不成熟，不应频繁使用；借鉴西方经验，建议在省直管县改革中抓住机遇，建立有中国特色的都市双层治理体系。
In this paper,it reviews the repeated changes of the administrative relationship between China’s prefecture-level city and county since its reform and opening-up.It’s believed that the repeated changes reflect the immaturity of China’s regional governance system,and this method should not be frequently utilized.Aiming at the institutional reform of province-administered county that is being implemented in many areas of China,it points out that differences of areas should be seriously considered.By using the experiences of the western metropolitan governance system as the reference,this paper puts forward one important opinion that,as the functions of prefecture-level cities are being adjusted and the institutional reform of province-administered city is being implemented,such a opportunity should be seized,so as to establish the double-level governance system of metropolitan areas with Chinese characteristics.
