The reconstruction of village in the urban has become the priority target of local governments in its realizing thorough urbanization and reforming the urban and rural dualistic structure.The government's top-down pressing style have resulted in more and more resistance and caused social conflict.They created negative impacts on the constructing harmonious society.Government should acts as the provider,the public policy designer,supervisor and coordinator,instead of the traditional director,in order for the progress of the modification of the village.
