THE HORIZONTAL FINANCIAL EQUILIBRIUM SYSTEM OF REGION AND NEW BREAKTHROUGH IN THE REFORM AND DEVELOPMENT
提出将纵向的东中西三大区域改为横向的泛珠三角、泛长三角和大渤海圈，并设计人均金融能力均衡分配模型，以实现效率提升基础上的公共服务均等化。
This paper holds that deepening reform still achieves new breakthrough from the financial system.It advocates to change the three longitudinal East,Midland and West to three horizontal Pan-Pearl Triangle、 Pan-Yangtze Triangle and Large-Bo Sea Encirclement and establish regional financial equilibrium system.The thesis also tries to design a reliable equal distribution model for the balanced distribution of per capita financial capacity among the equitable region through the hypothesis and demonstration on standard person after getting rid of the unreal reason of the statistics of permanent residents,so it can achieve the goal of equal public service predicated on the improvement of efficiency.
