Research on the Problem of Municipal Household Waste in China and the Institutional Innovation:the Case of Household Waste Sorting Experiments in China Taipei

With the constantly increasing municipal household waste(MHW),the Chinese cities are encountering MHW Fortress Besieged.It is not the inevitable result of the urbanization process,but results from the regulation and law flaws related to the municipal household waste in Chinese cities.These flaws refer to the lack of clear and defined rights and obligations related to the goal of waste reduction in laws,and include that waste charge system does not reflect more waste,more pay principle,causing the household waste sorting experiments in many cities ineffective.China Taipei has made great process in household waste management mechanism by combining both the household waste sorting and waste fee levied,and its experiment deserves reference for many mainland city.
