Study on the Characters of Equalization Development of Basic Public Service Facilities in Urban and Rural Areas——Changzhou as the Case
以常州为例，研究了基本公共服务设施均等化发展的特征与问题，发现地方财政能力决定供给水平，数量均等化有进展但质量不足，农村可达性问题是关键。
To promote an equalization development of Basic Public Service Facilities(BPSF) is an important content and technical support for the work to balance urban and rural development from spatial planning and construction perspective.This paper tries to probe the characters and questions of equalization development of BPSF based on the investigation in Changzhou city of Jiangsu Province.There are three main conclusions,the first is that the level of economic development especially the Fiscal capacity of basic-level local government directly decides the supply level of the BPSF and then influences its equalization level;the second is there has a great progress in the quantitative equalization of BPSF but the qualitative equalization is not satisfactory,actually the qualitative equalization should be the final target of this development;the end conclusion is that the accessibility problem comes to be the key influence to the equalization development of BPSF especially in the rural area because of its centralization and enlargement trends.We think to combine the construction of BPSF with the Healthy Urbanization process is the only way to resolve the accessibility problem.
