比较湖北与东部四省中小企业发展差距，发现湖北中小企业数量少、增长弱，原因是创业机制不健全和发展环境支持不足，并提出政策建议。
There are lag disparity of economy in the middle of China most because of the not enough development of its small-and-medium-sized enterprises,such as too few quantity and too weak growth ability with comparison Hubei with five developed provinces in the east in samples of those provinces.Further,causes of the not-development of its small-and-medium-sized enterprises are that growing mechanisms of their entrepreneurship is not strong,and supports of their developing environments are not good enough.At last,policy proposes have been put forward to promote its small-and-medium-sized enterprises.
