Study on Waste Disposal Mechanism in Japanese Cities
研究了日本如何从大量生产、消费和废弃的困境转向减量化、再利用和资源化的废弃物处理机制，分析了政府通过税收、监管和技术标准化促进多方协调的做法，对城市环境管理有参考价值。
After an era ofmass production,mass consumption and mass disposalwhich threw Japan into a dilemma of city waste treatment,Japan managed to walk out of the passive way of simple waste treatment and to turn to the road of reducing,recycling and reusing wastes,which regards wastes as resources.This paper first clarifies the specifications of waste classification and related treatment responsibilities,then explains how the Japanese government,through city waste disposal tax policies,regulatory constraints,and standardization of city waste incineration technology etc,promotes the government,enterprises,and citizens to realize consensus and coordination on the effective methods of waste disposal.Their waste disposal mechanism is a worthy reference for environmental administration in our cities.
