The fundamental problems of community development is institutional innovation of the already invalid unit management pattern substituted by a brand new social management institution at the urban grassroots level.This is a significant issue in the light of the stability of society and the political power.Taking the opportunity of being the national pilot district for community development selected by the Ministry of Civil Affairs,Jianghan District has worked out a new community management pattern and achieved tentative social and political effect.
