THE CHARACTERISTICS OF DEVELOPMENT AND THE CONTROLING OF RESOURCE-BASED CITIES IN THE NORTHEAST: TAKING YICHUN AS A RESEARCH EXAMPLE
分析了东北资源型城市伊春的衰退原因，包括政策转变、体制滞后和资源环境变化，并提出了调控对策，如发展森林生态经济和改善投资环境。
Based on the analysis of the situation of Yichun-a resource-based city in the Northeast, we find that Yichun is now declining. We disclosed that the reasons are the transformation of national policy, the lag of the system and mechanism of the city, the change of resource and location and environment. After the analysis of restricting factors, we give some controling countermeasures ,including dividing forestry plants, developing forest eco-economy, widening the channels for employment and improving the investment environment in the city. With the analysis of Yichun, we enrich the demonstration research of the transformation of resource-based cities in the Northeast.
