分析了市场自发与政府引导两种技术选择模式，指出土地利用存在溢出效应和技术外部性，以及中国农业比较利益低导致市场机制与资源稀缺方向不一致，提出政府引导的必要性。
The technology of agricultural land utilization is a multi-level system, which plays an important role in enlarging area of cultivated land, improving land utilization rate and quality of cultivated land. By analyzing two models of technical selection under the spontaneous of market and under the guidance of government, author holds that there exists an obvious overflowing effect in land utilization and externalities in technology application. In addition, price prevision of agricultural land caused by lower comparative profits of China's agriculture always results in disagreement of direction of technological progress under market mechanism and scarcity of resource, hence lower efficiency of resource allocation is caused. Therefore, it is necessary and effective to introduce guidance of government.
