Speed up modernization with urbanization strategy as flagship
本文回顾中国近50年城市发展历程，提出以城市化战略为核心，通过提高城市化水平、释放农村剩余劳动力、提升农民生活水平来促进城乡经济结构调整，实现国家社会经济和谐发展。
Modernization initiated and developed in cities. Urban development of P R China in recent 50 years has experienced ups and downs, from solely caring production to both life and ecology and then to sustainability. The tenth Five-Year-Plan of China says that urbanization strategy should be carried out to boom mutual development of cities and countryside. The core of the strategy is to raise steadily urbanization level, release surplus farmers from countryside, increase the living standards of farmers, foster market for urban economy and retain the vitality on end and therefore to restructure the rural and urban economies towards national social and economic development in harmony.
