This article gives a concepting construction on Going to Sea of Second Time of Dalian.There are three parts in Going to Sea of Second Timeof Dalian.①Dalian will be an important international shipping central in northeast Asian and will complete clearance of goods.② The functions and position of Dalian in the development of Five Points and One Road coastal economic zone in Liaoning.③Dalian will develop equipment manufacture industry both on the coast of the Bohai Sea and the Huanghai Sea.The article gives discussions and analysises on the significances,effects and characteristics of the three parts by the theory of area economic geography.
