STUDY ON THE DEVELOPMENT MECHANISM OF THE INFORMAL SECTOR IN THE "URBAN VILLAGE":CASE OF CAIWUWEI,SHENZHEN
以深圳蔡屋围为例，研究城中村非正规部门形成的原因和三种发展过程（非正规化、半正规化、正规化）的内在机制，提出政府应降低门槛并分阶段采取不同政策。
With its low employment threshold,convenient and flexible characteristics,informal sector becomes the fringe stratum main employment and consumption department.Urban village is not only the compact community of low income colony in the city and floating population,but also the relatively concentrated area of informal sector.This paper probes into the formation reason and inherent mechanism of three kinds of development processes of informal sector,namely informalization,semi-informalization and formalization,through the case of Caiwuwei, an urban village locating in the midtown of Shenzhen.It is pointed out that because of the special socio-economic system and management system of the urban village and because the informal sector undertakes offering employment and services to the low income population in the process of development at present,the government should reduce the threshold and allow the informal sector to exist in the form of informalization,bringing these informal activities within the regulatory framework at the same time;and should adopt different policies to the informal sector at different developing stage,making its development in order and stepping into the track of formalization finally.
