Marine Function Assessment in the Bohai Sea Ring Area Based on AHP-NRCA Model
从结构决定功能的角度构建40个指标，用AHP和NRCA模型评估环渤海17个沿海城市的海洋功能，发现生态环保功能被强调，建议按比较优势调整资源配置。
Based on the theory of system structure determining its function,from the perspective of structure,an indictor system made up 40 indictors was set up,and the related indictor datum in 2007~2009 were collected.This paper assessed the marine function of the 17 coastal cities in the Bohai Sea Ring Area by AHP model,and the comparative advantage index of marine function was calculated by the NRCA model.The results show that the marine functions presented in this paper,on the whole,fit the present marine function zoning,but the eco-environment function was emphasized in this paper which reflected the sustainable development principle.In order to obtain the maximum benefits of marine development in the course of integration of regional marine economy,the 17 cities should progressively adjust resources allocation and industry layouts from the point of the comparative advantages of marine function.This study also have some theoretical significance for enriching marine function zoning theory in China.
