Approaching to natural monopolistic industry for it's re-processing

There is an efficient loss for monopoly. Natural monopoly has the properties of those such as fixed cost is very high among which most is used to construct the transportation system but only a few being used to the process of production the quantity of products is indifference. According to these properties we can rebuild the structure of natural monopolistic industries. The approach could like such that the government who is supposedly stand for the benefits of communities and who virtually controls″ the public natural resources constructs the platform of transportation net for any enterprises to get a paid-use. This could decline the obstacle level for entry and make it easy for a competitive industry to build so that to tear down the monopoly. In this article a model is advanced and explained and so does its un-precisely cost-beneficial analysis.
