COMPENSATIONAL MECHANISM ON WATER RESOURCE CONSERVATION
分析了水资源保护中上下游政府与公众的多主体关系，提出短期由政府补偿、中长期转向市场与社会补偿的机制演变路径。
This paper analyzes multiple main body relationships which included the relationships among the water resources restrict government at the higher level, regional governments and public around the upstream and downstream. In the short term, the local regional governments are the acceptant bodies of the mechanism. The highest government in the water resources restricts is the compensatory main body of the mechanism. In the medium to long term, the governments should promote the reforms of property rights system of water resources, which will change the recent governmental compensation to the medium-term combining of governmental compensation and market compensation, and to the further long-term combining of market compensation and social compensation.
