Participatory Social Assessment of Transport Projects:Taking the Anhui Medium Cities Urban Transport Project as an Example

This article sums up the experience of the Anhui Medium Cities Urban Transport Project in public participation evaluation.First,the project's stakeholders are identified,including owners,design and construction agencies,government departments concerning transport,pubic traffic authorities and residents of the project cities,in which residents of the project cities are primary beneficiaries;second,the in-depth interview,FGD,questionnaire survey and traffic map drawing methods are used for different stakeholders to learn issues in traffic network improvement,infrastructure construction,traffic management and traffic safety;third,the causes of the above issues are analyzed in depth.Active coordination and communication has been conducted with the project management offices,owners and design agency to empower all stakeholders to participate in the project design,especially to empower vulnerable groups to express their needs,so as to improve the project design and subsequent management,and propose risk aversion measures that can be incorporated into the project design,namely a social action plan.
