Administrative Economy,appeared during the period of market economy is about to take the place of planned economy in China,is a kind of transitional economy of regions and plays an unignorable role in the development of regional economy during the period of economic system transition.The integration of Changsha-Zhuzhou-Xiangtan was presented almost 50 years ago,but it has really made little progress.One important reason why this happened was the impact of Administrative Economy and its impact won't come to an end soon.It is an important issue for the government of Hunan province to minimize the impact of Administrative Economy so as to accelerate the integration of Changsha-Zhuzhou-Xiangtan.
