Long-term shortage of funds lead the rich historical humanistic and natural resources in Xiangxi Autonomous Prefecture can not be utilized rationally.Nowdays industry investment funds have become an effective financial instrument.The 12th five-year plan in hunan province calls for turning the tourism industry in Xiangxi into a pillar one,in that,Xiangxi Tourism Industry Funds,will be the most important local government-finiancing vehicles,which take the forms of industry funds to promote the development of tourism industry,structurally distort the patterns of economic growth,bridge the funding gap,adjust the patterns of industry in Xiangxi Autonomous Prefecture.Meanwhile,the problems such as the choice of the sponsors,the form of organization,investment and financing measures,the way of exit to the tourism industry play a crucial role in the development of investment funds.
