Research on Government Regulation on the Privatization of Urban Water Supply——Based on the Case Study of Hangzhou Chi Shan Bu Water Plant and the City's Regulation on Urban Water Supply
以杭州赤山埠水厂为例，分析城市供水私有化改革中政府监管的现状、问题及根源，构建一种引入竞争的有效监管模式，并提出实施措施。
At present,reforms related to the privatization of water supply in cities are in full swing.As the water supply is a public service by nature,the privatization movement requires corresponding adjustments of government regulation.Based on the case study of Hangzhou Chi Shan Bu Water Plant,the newly chartered water supply enterprise and the city's regulation on water supply,this thesis probes into the current state of regulation on the privatization of urban water supply and locates problems and their deep-rooted causes.With problems located,this thesis tries to construct an effective mode of regulation on the privatization of urban water supply that endorses competition.This thesis explains the theoretical basis for this new mode of regulation and comes down to some critical issues.It concludes by proposing major measures to enforce this new mode of regulation.
