A STUDY ON THE CURRENT STATUS,PROBLEM AND STRATEGY OF NON-AGRICULTURAL EMPLOYMENT OF RURAL VULNERABLE GROUPS IN CHINA——TAKING THE SURVEY OF 16 POVERTY COUNIES(CITIES) IN HUNAN PROVINCE AS AN EXAMPLE
基于湖南省16个贫困县（市）的调查，分析了农村弱势群体因文化素质和职业教育水平低导致非农就业难、收入低的现状，并提出加强培训宣传、构建信息体系等对策。
The rural vulnerable groups refer to the people who are at a lower economic level and lie to relatively weaker river position because of both inner and outer factors in rural area. There can also find a great of vulnerable groups in rural area of China at present. The Cause that Vulnerable groups in rural area has been formed is not only related to their own cultural quality,but also related to the condition that their accepting vocational education,especially non-agriculture vocational education. The investigation result showed that their non-agriculture employment level is low, and the personal income is low and the family life is impoverished due to bad basic culture quality, and low non-agricultural vocational education level of rural weak group. Therefore, only by strengthening propaganda of the non-agricultural professional training, constructing a scientific training information system, enhancing training quality and improving training safeguard system and so on, do the possibility to let more rural vulnerable groups have the non-agricultural professional training, realize non-agricultural employment, and cast off poverty as soon as possible.
