COMPREHENSIVELY IMPLEMENTING THE STRATEGY OF REVITALIZING THE OLD INDUSTRIAL BASES: A CASE STUDY IN NORTHEAST CHINA
评估2003年以来东北振兴战略的成效，分析经济结构调整背景下的机遇与挑战，提出全面振兴的路径，包括转向综合振兴、平衡效率与公平、推进基本公共服务均等化及在问题区域实施可持续发展。
Since the implementation of revitalizing the Old Industrial Base of Northeast China in 2003, the northeastern region of China has achieved fast social and economic growth and made impressive progresses in infrastructures, ecological construction, and reform of the state-owned enterprises. However, its GDP percentage in China is declining, the revolution of state-owned enterprises and transition of resources-based cities still face a lot of problems and challenges. This paper evaluates the achievement of the northeast region since 2003, and analyzes the developmental environment, chances and challenges faced by the region under the background of economic structure adjustment in China. Finally, the authors put forward ways of comprehensively implementing the strategy of revitalizing the Old Industrial Base of Northeast China: ①shift the emphasis from Single break to Comprehensive revitalization;②promote balanced economic development between efficiency and fairness; ③make efforts to achieve equalization of basic social services; ④carry out sustainable development strategy in problem regions.
