Benchmarking has been applied widely in enterprise and public department management of western countries,and made successful practice.In our country,however,the application of benchmarking is still at a starting stage.Based on brief summary of connotation and development of benchmarking,this essay emphasizes on the significance of benchmarking application in city management,and puts forward common steps in implementing benchmarking in city management.
