Develop Urban Design as Pubic Policy
研究指出中国城市设计偏重物理元素而忽视公共政策属性，通过成都住宅重建案例，在物理设计前增加问题识别、主题列出和共识达成三个阶段，提升了规划实施效果和居民满意度。
Urban Design in China still consider more on physical elements,such as landmark,axis,height limit and color control.While urban landscape is not formed just according to the manuscript of urban planner but by the process of negotiation and mediation among stakeholders.The traditional ideology of urban design,which ignores the attribute of public policy,induced idle urban facade and inefficient implementation.The paper fills the gap by connecting theory of public policy process with urban design in the case of residential reconstruction in Chengduo City.The urban design process adds three stages,identifying problem,listing theme and consensus making before physical design.The result shows this way benefits for plan implementation and feedback with high residential satisfaction.
