China is in urgent needs to establish the theory of comprehensive city governance according to practice of the nation and will be sure of significance to high quality city development.The paper probes into the relationship between permanent synthetic governance,the temporary management and individual project governance and drew out that the integration of the three kinds of governances is needed with the help of standard education,precaution,strict law enforcement and morality.Measures introduced from outside China should transformed according Chinese condition.
