The transition of the resource exhausted cities is one worldwide problem,it is also an important problem of China.In the process of developing,such cities are meeting many difficulties,such as slowly economic development,employment pressure of people,worsening ecological environment and backward urban infrastructures.From the viewpoint of culture,the article analyses the reasons.At last the article puts forward several cultural construction strategies aiming at promoting the cultural strength of the resource exhausted cities.
