Discuss about cooperation policy of local governments for metropolis development
本文总结台湾高雄市、高雄县和屏东县的合作案例，探讨地方政府间合作模式，以解决大都市建设中跨行政区的土地、交通、环境等问题。
The local governments in metropolis do not submit to each other in administrative system, but the social and economic development and matters construction give a close relationship. Thus all constructions in urban area, e.g. land utilization, public transportation, environment management and etc, can not approach the general goal for the construction within only one administrative organization, and the cooperation of local governments and the integration of the resources of difference counties and cities are the trend to solve the problems. The paper summarizes the cases of the urban districts' cooperation and the experiences of the cooperation between Gaoxiong City, Gaoxiong County and Pingdong County, and discusses the possible modes of the cooperation between counties and cities for the healthy development of Taiwan urban districts.
