Regulatory Detailed Planning(RDP) provides legal basis for land development control in China,but its function is greatly limited by the uncertainties of social-economic development.With a case study,this paper explores the approaches of coordinating the inherent conflict between rigidity and flexibility of RDP,concerning RDP system reform on both technical institutional aspects.The introduction of special planning unit market mechanism of land development right trade is thought to be especially important to RDP system reform.
