For a long time, emphases is on China's economy-system reform that departs competitive industries from govermment and creates a new system fitting industries competition. In contrast, the monopolized urban public utilities' reform severely lags, and the phenomenon old system exists and lasts. There is a big gap between its performance and the needs of consumer and the requirement of its owner. Because the imbalance of reform between competitive industries and monopolized industries has been seriously blocked the market economy progress. Therefore, deregulation and regulation reform and forming competitive frame on public utilities in China has become the focus.
