从西方国家经验出发，论证了区域规划需要法律保障才能实现均衡发展，并建议我国尽快完善经济与区域规划法规，以提升规划的科学性和稳定性，促进主体功能区建设和可持续发展。
The conformation and development of economic zone has its own discipline.Regional planning has characteristics of regionalism,strategy and prospect and so on.From the western countries’ experiences,without protection of the appropriate legal system,balanced regional planning and development cannot be realized.At the present,our country shall urgently establish and perfect the laws and regulations on economic planning and regional planning to guarantee making the economic and regional planning more scientific,authority and relative stability,and to promote the establishment of main body function zone and sustainable development.
