Enter WTO and Policy Concern for Enterprises to Creat Core Technology Competence
分析了中国加入WTO后企业创造核心技术能力的重要性及WTO规则带来的利弊，提出了两项研发投资对策：试行超额研发抵减所得税和设计企业研发投入评价指标。
After analysis the importance of creating enterprise core technology competence with china's entrance to WTO,and the favourable and unfavourable aspects brought by the WTO rules to Chinese enterprises ,it puts forward two countermeasures for enterprises to make RD investement: one is to try out over rate RD to cut down income tax;the other is to design evaluation indicators on RD input of enterprises.
