AN ASSUMPTION ON COORDINATED THREE KINDS OF PLANNING BASED ON MAJOR FUNCTION ORIENTED ZONING
针对中国发展改革、住建、国土三部门主导的三种规划长期缺乏协调的问题，提出以主体功能区划为前提的协调模式，对构建国土空间体系有参考价值。
In the current national system in China,there are three kinds of occupied important position that usually are referred to three-planning,which areFive-year development integrated planning organized by national development and reform departments,Urban planningorganized by construction departments,andLand use Planningorganized by territory departments.Owing to various reasons,the lack of the necessary coherence between three-planningfor a long time resulted in a variety of contradictions in the regional development and construction.This paper proposes the coordinative pattern for three-planning,of which is different focus,data and levels,considering the status of organizing and management of three-planning,from the precondition of China's future of major function oriented zoning.Viewpoint in the paper has a great significance to construct territorial system based on the of major function oriented zoning.
