Change the Development Model and Build the Model of Public Service-oriented Public Utilities
回顾公用事业从政府垄断、市场导向到公共服务导向三种发展模式的演变，提出以公共利益为导向的公共服务型公用事业模式，并给出转型建议。
As the indispensable infrastructure for regional economic development, social progress and urban residents’ life, the governance of public utilities has always been an important function of government. In retrospect, the development course of public utilities has experienced three models: government monopoly-based model, market-based model and public service-oriented model. This paper first provides a chief review of development course of public utilities and emphatically analyzes the three development models of public utilities. Secondly, on the basis of critically succeeding to market-based model of public utilities, the author proposes the new development model of public utilities——public service-oriented model of public utilities which is characterized by public interest-orientation and is guided by public service. Finally, the specific suggestions and countermeasures of the transformation to public service-oriented model of public utilities are briefly proposed.
