讨论了上一轮国家土地规划在时间、空间布局和土地规模上的不合理问题，提出应根据自然地理环境、区域经济布局、城市化趋势等因素科学安排土地资源的利用、开发、保护和整治。
On the basis of a discussion about the unreasonable questions of adding land in the last round of state land planning on time,spatial layout,land scale,the author put forwards making land use planning according to natural geographical environment,regional economic layout,development trend of urbanization,administrative division adjustment,intensive and saving land,goal of farmland preservation of summit population period ect,and give the scientific and rational arrangement for better utilization,exploitation,protection and caltivation in land resources.
