Low-Carbon City:Concepts,International Practice and Implications for China
本文梳理了低碳城市的概念和国际实践，提出了适合中国国情的低碳城市模式，强调在政府、企业和公民社会合作下，实现经济发展与碳减排并重。
The sustainability of China’s economic miracle and rapid urbanization is challenged by global climate change and energy safety. Low-carbon city, which integrates both elements of low-carbon economy and low-carbon society, provides a new model of sustainable urbanization for China toward ecological civilization and scientific development. In this paper, the authors review the concepts and international practices in low-carbon city development, and then propose a comprehensive concept of Low-Carbon City with Chinese characteristics. The authors argue that, as a developing country, China should follow a model of low-carbon city practice which combines economic and social development with reducing carbon emission, while supported by collaborations among government, the private sector, and civil society.
