An Optimal Public Rental Housing(PRH) Distribution Model Based On DEA of the Ideal Decision Making Unit
针对重庆公租房现行抽签分配忽视申请人紧急程度的问题,提出一个结合评估子系统和DEA理想决策子系统的优化分配模型,以识别最急需住房的申请人,提升社会公平。
A public rental housing(PRH) scheme has been implemented in Chongqing to provide home to those who,for whatever reason, can't afford private housing.Currently,distribution of the PRH is adopting a lucky draw system,which appears to be fair but is implausible in essence.It fails to recognize applicants' different urgency levels in demanding housing.By appreciating the problem,this paper aims to develop an optimal PRH distribution model.First,an evaluation sub-system is developed to assess each individual applicant's current situation and his/ her urgency level in demanding PRH.Second,based on the assessment,an ideal decision-making sub-system incorporating Data Environment Analysis(DEA) is developed to identify those who are in most urgent need.This model could help achieve greater societal fairness,which is an underlying principle in enacting the PRH scheme in Chongqing.
