ANALYSIS ON THE REALIZATION ROUTE AND THE EFFECT OF PROVINCE DIRECTLY ADMINISTRATING COUNTY(CITY) SYSTEM
分析了减少行政层级、实施省直管县体制的必要性，提出两种实现路径（扩权县和多种政策策略），并指出合理分省是进一步改革的基础。
It is argued that reducing administrative bureaucracy and implementing the system of province directly administrating county must be the nation’s trend of administrative divisions’ reform. By analyzing the defects of change of systematic environment, dual bureaucratic structure and outlining the trial experiments from some counties directly under Hainan Province and Chongqing City, it not only proposes the necessity of canceling the system of prefecture/city-county, but also suggests two tentative ways of the implementing the system of province directly administrating of which one is empowering county, the other is using varieties of policy strategies. With the emphasis on the rational analysis of the reform of China’s system of province-county,it finalizes that proper dividing provinces is a necessary choice,an important safe guard and a systematic foundation of China’s further reform with regard to the system of county-administrating-city.
