RECONSIDER THE HINDRANCE OF BOHAI RIM'S DEVELOPMENT
研究环渤海地区经济发展的障碍，指出政府推动缺乏内在基础，北京与天津合作可带动周边，但发展重点应是改善中西部和东北地区，而非内部整合。
This paper researches several problems about hindering economic development of Bohai Rim.By analyzing related data,we point out that:(1)Bohai Rim is defined as a geographic region.Government's promoting and academicians' appeal didn't have any internal foundation and power.(2)To a certain extent,another problem is that there is no economic leader in Bohai Rim.However,a successful cooperation between Beijing and Tianjin can lead how large an area depends on the power of the Economic Core and its service.The main function of developing Bohai Rim is to improve Central and Western Regions and Northeast China,rather than integrate internal economic.(3)For developing Bohai Rim,compare with waiting government regulation,it is more important to reform government function quickly,increase the operating efficiency of the government and improve the soft environment for investment,in order to congregate more active enterprises.
