THEORY FRAMEWORK OF THE PHASIC DEVELOPMENT OF CHINA'S HIGH-TECH INDUSTRIAL DEVELOPMENT ZONES——AND EVALUATING METHODOLOGY FOR CAPABILITY ON SECOND-TIME PIONEER OF CHINA'S HIGH -TECH INDUSTRIAL DEVELOPMENT ZONES
通过实证分析和文献研究，结合国外相关理论，研究中国高新技术产业开发区的发展过程、模式、规律及各阶段因素，建立阶段发展理论框架和分析模型，并据此构建二次创业能力评价指标体系。
With empirical analysis and literature studies, and in view of relevant theory from other countries, this paper studies the process, mode, regular pattern, evolution of various phases, relevant factors, as well as the relationship between factors, of the development of High-tech Industrial Development Zone (high-tech zones) in China, and establishes a theory framework and analytical model for phasic development of high-tech zones. Then, adopting the above-mentioned theory framework and analytical model, the paper studies various factors in the transition of high-tech zones, i.e. second-time pioneer, from the industry guided phase to innovation breakthrough phase, and develops an indicator system of capability evaluation for phasic transition of high-tech zones.
